The council is seeking responses from potential suppliers of waste or surplus heat to the Hull Heat Network.
Hull City Council is inviting businesses and organisations across the region and beyond to help shape the future of low‑carbon heating in the city.
The council is seeking responses from potential suppliers of waste or surplus heat to the Hull Heat Network. The network will deliver low carbon heat to the city centre, serving both public and private buildings, as well as business and residential accommodations.
By utilizing local heat sources that would otherwise be wasted, the network will play a key role in the council’s journey towards net zero while helping to reduce costs and improving energy resilience.
Through this engagement, the council is looking to gather initial market interest from any potential contributors with access to surplus or recoverable heat, as well as understand the range of heat sources available they could supply.
Councillor Charles Quinn, cabinet portfolio holder for environment at Hull City Council, said: "Developing the Hull Heat Network is another major step in the city’s sustainability and green economy ambitions. We know that local businesses can play a vital role and we’re keen to hear from organisations who can help supply surplus or waste heat.
“This early engagement will allow us to understand what’s possible and ensure we design a network that works for both customers and partners.”

The questionnaire explores key areas such as:
- The type and scale of heat that organisations could supply
- Technical and commercial considerations
- Timescales for potential involvement
- Insights into business operations
The information gathered will directly inform the development and delivery of the Hull heat Network and help shape potential opportunities moving forward.
This engagement forms part of the council’s wider work to develop a city‑wide district heat network, supporting decarbonisation, and delivering long‑term benefits for residents and businesses alike.
Organisations interested in participating are encouraged to complete the questionnaire before the closing date on Friday 3 July.
